Innovation Department Head
The Applied Research Laboratory (ARL) at The Pennsylvania State University is an integral part of one of the leading research universities in the nation and serves as a university center of excellence in defense science and technologies, with a focus in naval missions and related areas. The Cyber Innovation (CI) Division of the Communications, Information, and Navigation Office (CINO) is seeking an energetic and talented researcher with widely recognized cyber credentials for the position of CI Division Head. The CI Division is one of five divisions within the CINO and consists of four departments and more than 40 individuals whose primary mission is to support our Government sponsors emerging and critical needs in cyber security, electronic/cyber warfare, cloud computing, big data analytics, and imaging and geographic information systems.
Primary responsibilities for the CI Division Head include: Conceptualization, development, and execution of basic and applied research programs in full spectrum cyber, analytics, high performance computing, information and data management, and other cyber-related disciplines; development and management of partnerships and relationships with sponsors and collaborators in government, academia, and industry; development and execution of a Division strategic plan harnessing and enabling ARL cyber resources; presentation of Division and program overviews, proposals, and technical briefings at internal and external events; preparation and review of proposals technical reports, status reports, and other programmatic and administrative documents; financial oversight and overall financial performance of the Division across a broad portfolio of classified and unclassified research programs; creation and management of a world-class and diverse cyber workforce; and administration and leadership of a technically strong, dynamic, and diverse group of personnel.
This job will be filled as a R&D Engineer level 4 or level 5 or Research Faculty, depending upon the successful candidates education and experience. Minimum educational requirements include a Masters Degree (Ph.D. preferred) in Computer Science, Engineering, or Applied Mathematics, plus ten years of relevant work experience in a similar environment or in government/military or an equivalent combination of education and experience. Additional experience and/or education and competencies are required for higher level jobs.
The following are requirements: Broad knowledge across the classified and unclassified cyber domain with deep expertise in one or more specific components of cyber, to include offensive and defensive cyber, data analytics, emerging high performance computing architectures, or other relevant technologies; a record of technical accomplishments, especially in the research areas noted above and an active portfolio of programs; proven ability to obtain external funding for proposed research and form partnerships with University, government, and industry cyber organizations; willingness and availability to travel to represent ongoing programs with sponsors and to develop new research initiatives; experience with DoD, Intelligence Community, and civilian cyber-related organizations; excellent presentation skills for effective written and oral communication; excellent and proven organizational and technical management skills, as evidenced by previous positions and accomplishments; and strong skills in personnel management, development, and recruitment. Candidate selected must possess a current minimum secret clearance and will be required to obtain a top secret clearance; polygraph will be required. You must be a U.S. Citizen to apply.
